He made a temporary switch this week, only it was a joke.

Bradley heard enough teasing from his peers earlier this week that he grabbed Woods' putter.

"All of a sudden, I see everyone start to walk around and start to look," Bradley said. "I took his putter, which is about the opposite of what I putt with ? it's upright, it's light, it's a blade ? and I made three out of four putts from 10 feet. So I made sure to remind those guys every time I see them that I made those putts."

If only USGA executive director Mike Davis had been around, especially if Bradley had made a deal that Woods had to try his belly putter.

"You don't want to see Tiger putt with that putter," Bradley said. "If it was up to me, I'd film him and send that to Mike Davis, and I think he would take the ban off."

Woods supports the new rule, though he said it would be awkward for the next three years while the anchored stroke remains allowed. It is an addition to the Rules of Golf, which are only changed every four years. That's one reason why the transition period will be three years instead of one, for example.

Woods compared that with the square grooves in the Ping irons while those were being debated.

"At least they made a decision, and I think that's the positive way," Woods said. "Either direction they were going to go, whether they banned it or allowed it, make a decision about it. And they did that with obviously three years out."

US economy grew at 2.7 percent rate in summer

WASHINGTON (AP) ? The U.S. economy grew at a 2.7 percent annual rate from July through September, much faster than first thought. The strength is expected to fade in the final months of the year because of uncertainty about looming tax increases and government spending cuts.

The Commerce Department said Thursday that growth in the third quarter was significantly better than the 2 percent rate estimated a month ago. And it was more than twice the 1.3 percent rate reported for the April-June quarter.

The main reason for the upward revision to the gross domestic product was businesses restocked at a faster pace than previously estimated. That offset weaker consumer spending growth.

GDP measures the nation's total output of goods and services ? from restaurant meals and haircuts to airplanes, appliances and highways.

Most economists say economic growth is slowing to below 2 percent in the current October-December quarter. That's generally considered too weak to rapidly lower the unemployment rate.

Paul Ashworth, chief U.S. economist at Capital Economics, said companies are likely restocking more slowly now. Businesses typically cut back on restocking when they think consumers will spend less. Consumer spending drives roughly 70 percent of economic activity.

Economists cite two reasons for the anticipated weakness in consumer and business spending.

Superstorm Sandy halted business activity along the East Coast in late October and November. And spending may weaken in the final weeks of the year, if lawmakers and Obama fail to reach a deal to avoid the "fiscal cliff." That's the name for sharp tax increases and spending cuts that would occur in January without a deal.

Companies are "likely thinning inventories just in case Congress fails to do its job, which is always a possibility," said Joel Naroff, chief economist at Naroff Economic Advisors.

A separate report Thursday showed the negative impact of Superstorm Sandy is starting to fade. The number of Americans seeking unemployment benefits fell 23,000 to a seasonally adjusted 393,000 last week, the Labor Department said. It was the second straight drop after Superstorm Sandy had driven applications to 451,000 three weeks ago.

Still, consumers and businesses appeared to be more cautious over the summer, according to the GDP report.

Consumer spending grew at a weaker 1.4 percent rate in the third quarter, down from the 2 percent rate estimated a month ago and nearly in line with the 1.5 percent rate in the second quarter.

Businesses spending on equipment and software fell at an annual rate of 2.7 percent in the third quarter, the first decline since the depths of the recession in April-June 2009.

The report showed continued strength in homebuilding, which rose at an annual rate of 14.2 percent. And government spending expanded at an annual rate 3.5 percent, marking its first positive contribution to overall economic growth in two years. The increase was driven by a big jump in defense spending.

While economists predict slower growth in the final months of the year, several reports suggest economic activity picked up in October and early November. And if Congress and the White House reach agreement and avoid the fiscal cliff, economic growth could accelerate next year, many economists say.

A Federal Reserve survey released Tuesday showed improved consumer spending and steady home sales helped lift growth from October through early November in most parts of the United States. The one exception was the Northeast, where the storm led to widespread disruptions.

The Labor Department said employers added 171,000 jobs last month and hiring in September and August was stronger than previously thought.

Rising home values, more hiring and lower gas prices pushed consumer confidence in November to the highest level in nearly five years, according to the Conference Board.

A better mood among consumers appears to have encouraged businesses to invest more in October after pulling back over the summer.

There are already signs that consumer optimism is leading to more spending. A record number of Americans visited stores and shopping websites over the four-day Thanksgiving weekend, according to a survey by the National Retail Federation.

(WiPC/IFEX) - 23 November 2012 - The Writers in Prison Committee (WiPC) of PEN International protests the harsh sentence handed down to Chinese activist, novelist and poet Li Bifeng on 19 November 2012. He was sentenced on fraud charges, although it is widely believed that the charges are without foundation and politically motivated. PEN considers Li Bifeng to be held in violation of Article 19 of the International Covenant on Civil and Political Rights, to which China is a signatory, and Article 35 of the Chinese constitution, both protecting the right to freedom of expression, and calls for his immediate and unconditional release.

According to PEN's information, leading Sichuan activist Li Bifeng, aged 48, was arrested on 12 September 2011 after being summoned for questioning by police in Mianyang city, Sichuan province, for alleged "economic crimes". Vaguely worded economic crimes are increasingly used to suppress political dissent in China, and those targeted include prominent Chinese artist and social critic Ai Weiwei. Li Bifeng was convicted of alleged 'contract fraud' by the Shehong County People's Court, Sichuan province, on 19 November 2012 and handed down a 12-year prison sentence. He is believed to be targeted for his peaceful political activism, in particular his links with exiled Chinese writer Liao Yiwu, who is a close friend of Li's and fled China two months before Li's arrest.

Li Bifeng is a prolific poet and novelist as well as a well-known dissident, who has spent a total of over 12 years in prison since 1990 for his activism and critical writings. He served a five-year sentence for taking part in the 1989 pro-democracy movement, followed by a seven-year jail term from 1998-2005 for reporting on a workers' protest in the Sichuan city of Mianyang in 1998. Eight-year term sought for California campaign treasurer fraud

SACRAMENTO (Reuters) - Federal prosecutors are seeking an eight-year prison sentence for a Democratic campaign treasurer accused of draining up to $20 million from the war chests of U.S. Senator Dianne Feinstein and other politicians, court documents showed on Monday.

Kinde Durkee, who controlled the funds of some 400 political candidates and groups, should spend 97 months in federal custody and pay an as-yet undetermined amount of restitution, a sentencing memo by prosecutors said.

Durkee was arrested in September 2011 and charged with criminal mail fraud. She pleaded guilty in March as part of a deal with prosecutors and is expected to be sentenced on Wednesday.

"Over the course of approximately 12 years, the defendant misappropriated millions of dollars from clients, used the money for her personal and business expenses, and prepared false campaign disclosure reports to hide the theft," the memo said.

The arrest of the longtime treasurer for Democratic politicians left the campaigns of a number of elected officials in disarray.

Prosecutors have said in court documents that Durkee used money siphoned from her clients to pay expenses such as the mortgage on her condominium, visits to Disneyland, charges on her credit cards, medical bills and her own firm's business costs.

Feinstein, a Democratic senator from California, has said in documents filed with the Federal Election Commission that she lost at least $4.5 million to Durkee.

Under the terms of her plea agreement, to help make restitution to her former clients, Durkee must sell a property in Burbank, California, that had housed the offices of her now-defunct business, Durkee & Associates.

Prosecutors said they expect to have a final restitution amount by Wednesday's sentencing hearing.

CA University Launches Marijuana Institute

A California State University in the famous marijuana growing region of Humboldt County has launched an academic institute devoted exclusively to marijuana.

The Humboldt Institute for Interdisciplinary Marijuana Research at Humboldt State University utilizes the skills and experience of faculty members from the professional fields of sociology, psychology, politics, geography and economics.

"If anyone is going to have a marijuana institute, it really should be Humboldt State." said HIIMR co-chair Dr. Erick Eschker.? "It has the potential to be a world-class institute."? Eschker, an economist, is currently studying marijuana production's impact on Humboldt County employment.

The main goal of the Humboldt Institute for Interdisciplinary Marijuana Research is to improve the physical, social, economic and environmental health of people and communities through the scientific study of cannabis.

An interdisciplinary institute, the HIIMR at Humboldt State University is hosting a series of marijuana lectures through Spring 2013 that are open to the public.

• Determining the ecological and public health impacts of marijuana production on rural communities and identifying the nature of environmental crimes committed by the industry, impacts on public and private lands, and how law enforcement, public health officials, and policy makers respond
• Studying the 'shadow economy,' big data, surveillance, economic variance in pricing of marijuana?
• Determining the policy and practices that reduce harm to people, communities, and the environment from marijuana use and drug policy
• Determining the chemical components and how this relates to medicinal properties, long-term effects on children who are exposed to marijuana in-utero or early in life, the true prevalence of marijuana use among different sectors of our community and differences between medical and recreational use.
• Understanding local physicians and medical marijuana ethical issues and de-watering of California's North Coast streams
• Estimating the production function of the marijuana industry and the value of the industry in Humboldt County for IMPLAN to measure the impact of legalization on the local economy.

HIIMR faculty has stated the Institute is not about marijuana advocacy but rather top-level research which is meticulously conducted in order for society to have questions about marijuana answered via hard data (as opposed to conjecture, fallacy and guesswork).

The Institute is working to create a special section of the Humboldt State University Library devoted to marijuana, and the Institute looks forward to hosting major marijuana research conferences for national and international marijuana researchers.?

HANNOVER, Germany (AP) -A Hannover player is proving that there's still fair play in football.

Midfielder Lars Stindl has been suspended for a Bundesliga match after pointing out he should be banned for getting five yellow cards this season.

The 24-year-old Stindl kept count better than German football authorities who failed to register an earlier booking.

When Stindl was cautioned Saturday in a 5-0 loss against leader Bayern Munich, he told his club it should trigger a one-match ban.

Stindl says he wasn't tempted to exploit the official error, asking: "Why should we hide something?"

Hannover published the story on its website with the message: "Hats off, Lars!"

Israeli Defense Minister Ehud Barak shook up the Israeli political system Monday with the abrupt announcement that he is quitting politics. The defense minister made the surprise announcement even after polls showed his breakaway Independence Party gaining momentum after Israel's recent military offensive in the Gaza Strip.

Barak, Israel's most-decorated soldier and one-time prime minister, said he would stay on in his current post until a new government is formed following the Jan. 22 balloting.

"I feel I have exhausted my political activity, which had never been an object of desire for me. There are many ways for me to serve the country, not just through politics," he said, adding that his decision was spurred in part by his desire to spend more time with his family.

His resignation could mean the departure of the most moderating influence on hawkish Prime Minister Benjamin Netanyahu, who holds a wide lead in polls and is expected to easily win re-election. Barak, who heads a small centrist faction in parliament, often served as Netanyahu's unofficial envoy to Washington to smooth over differences with the Obama White House.

His impending departure comes at a key time for Israel, as the nation struggles to find its way in a region where the old order of Arab autocrats has been swept aside by the Arab Spring and the rise of Islamist political parties. Israel also faces a looming decision on whether to attack Iran's nuclear program, which the Jewish state fears is designed to develop atomic weapons ? a charge Tehran denies.

Less than a week ago, Barak led an eight-day military offensive against the Hamas militant group that rules the Gaza Strip. The fighting, aimed at ending rocket fire from the Palestinian territory. ended in a fragile truce.

"I didn't make this decision (to leave politics) without hesitating, but I made it wholeheartedly," he told a hastily arranged news conference, saying he had been wrestling with the decision for weeks.

He evaded repeated questions about whether he might agree to serve as a Cabinet minister in an upcoming government, leaving open the possibility that he might still retain an impact on Israeli politics. While most Cabinet ministers also hold parliamentary seats, they do not have to be elected lawmakers, and such appointments have been made in the past.

Barak, 70, made the surprise announcement even after polls showed his breakaway Independence Party gaining momentum after the Gaza campaign.

Despite the bump in the polls, Barak still could have found himself fighting for his political survival once election day rolls around. Surveys before the Gaza operation were unkind to his party, at times showing it polling too weakly to even send a single representative to parliament.

"I feel I have exhausted my political activity, which had never been an object of desire for me. There are many ways for me to serve the country, not just through politics," he said, adding that his decision was spurred in part by his desire to spend more time with his family.

Possible replacements include Vice Premier Moshe Yaalon, a former military chief, and Shaul Mofaz, a former military chief and defense minister, who now serves as chairman of the opposition Kadima Party.

Barak's political career was as turbulent as his 36-year military career was dazzling.

Metamaterials manipulate light on a microchip

ScienceDaily (Nov. 23, 2012) ? Using a combination of the new tools of metamaterials and transformation optics, engineers at Penn State University have developed designs for miniaturized optical devices that can be used in chip-based optical integrated circuits, the equivalent of the integrated electronic circuits that make possible computers and cell phones.

Controlling light on a microchip could, in the short term, improve optical communications and allow sensing of any substance that interacts with electromagnetic waves. In the medium term, optical integrated circuits for infrared imaging systems are feasible. Further down the road lies high-speed all-optical computing. The path forward requires some twists on well-known equations, and the construction of structures smaller than the wavelength of light.

Light bends naturally as it crosses from one material to another, a phenomenon called refraction that can be seen in the way a stick seems to bend in water. Illusions, such as mirages in the desert or the shimmer of water on the road ahead on a hot day, are caused by a difference in the refractive index of layers of warmer and cooler air. The new field of transformation optics (TO) uses this light-bending phenomenon in a rigorously mathematical way by applying the 150-year-old Maxwell equations describing the propagation of light onto structures known as metamaterials, artificial constructs with custom-designed refractive indexes. The most famous applications of metamaterials are cloaking devices and perfect lenses, but those are just the tip of the optical iceberg.

In a paper in a new online journal, Light: Science and Applications, published by Nature Publishing Group, Douglas Werner, professor of electrical engineering, and his post-doc Qi Wu and Ph.D. student Jeremiah Turpin present a unified theory for designing practical devices on a single platform using transformation optics. "This field (transformation optics) is in its early stages, so there are many contributions to be made," Werner says. "Our big contribution is in figuring out how to develop TO designs with the simplest material parameters without impacting performance, and linking the devices together to form an on-chip integrated photonic system."

Among their designs are light collimators, which take light from a source and focus it into one or more tightly focused beams, waveguide couplers, which connect different sized waveguides, TO splitters, which divide power from an input waveguide to two or more output waveguides, waveguide crossings, which routes light in compact spaces without loss or crosstalk, and TO benders, which turn the light around corners without loss. These devices are only five to ten microns in size, and therefore many of them could fit on a centimeter-sized chip.

"It has been a joint effort to develop these transformation optics tools and designs," Werner says. "Jeremy wrote the algorithms behind the simulation tools. Qi is developing the designs to be simulated. In order to get the best design for a targeted application, thousands of simulations may have to be performed using powerful optimization techniques developed in our group."

Transformation optics devices that perform diverse, simple functions can be integrated together to build complex photonic systems for optical communications, imaging, computing, and sensing, say the authors. The current, non-TO approach is to design each device using different methods and materials that may not be compatible on a single platform. The Werner group's technique, on the other hand, employs graded index metamaterial structures, such as patterned air holes or rods, on a silicon-on-insulator platform that can be easily integrated into on-chip photonic systems, providing broad bandwidth and low losses.

In order to keep their designs grounded in reality, the group works closely with nanofabricators at Penn State's Nanofabrication Laboratory who are themselves developing new approaches to implement the Werner group's designs. All of the designs described in the paper can be realistically built with current fab processes, says Werner. "It's like a CAD tool," he explains, citing the computer-aided design tools used in manufacturing. "We've developed customized transformation optics simulation and optimization tools for designing optical devices. Beyond that," he continues, "TO is flexible enough that it opens up the possibility of creating all sorts of new devices that don't currently exist."
