(AP) ? Chairman Ben Bernanke made clear Friday that the Federal Reserve will do more to boost the economy because of high U.S. unemployment and an economic recovery that remains "far from satisfactory."

He also argued that the Fed's moves so far to keep interest rates at record lows and encourage borrowing and spending have helped bolster the economy.

Bernanke stopped short of committing the Fed to any specific move, such as another round of bond purchases to lower long-term rates. But in a speech at an annual Fed conference in Jackson Hole, Wyo., Bernanke said that even with rates at super-lows, the Fed can do more.

After Bernanke's comments were released at 10 a.m. Eastern time, stocks initially gave up most of their earlier gains. But as investors digested the speech, stocks bounced back. By late morning, the Dow Jones industrial average was up more than 100 points. Broader stock indexes also surged.

Bernanke noted that further action carries risks but says the Fed can manage them. The Fed "should not rule out" new policies to improve the job market, he said.

The most dramatic step the Fed could take would be another round of bond buying. This is known as quantitative easing, or QE. In two rounds of QE, the Fed bought more than $2 trillion of Treasury bonds and mortgage-backed securities. Many investors have been hoping for a third round ? QE3? to be unveiled as soon as the Fed's next policy meeting in September.

In light of Bernanke's comments Friday, some analysts said that might be a stronger possibility now.

"Bernanke has taken a further step along the path to more policy stimulus, most likely a third round of asset purchases (QE3) to be announced at the mid-September FOMC meeting," said Paul Dales, senior U.S. economist at Capital Economics.

At the same time, the Fed chairman avoided hinting of any one policy move or any timetable.

"This is really all he could say," says Steven Ricchiuto, chief economist at Mizuho Securities. "He is not at liberty to promise anything without the (policy) committee's approval, and there seems to be various opinions on the committee about the best way forward."

In his speech, Bernanke cited studies showing that the Fed's first two rounds of bond purchases created at least 2 million jobs.

"It is important to achieve further progress, particularly in the labor market," Bernanke said. "The Federal Reserve will provide additional policy accommodation as needed."

That remark echoed what the Fed had said in a statement after its most recent policy meeting, July 31-Aug. 1. Since then, somewhat stronger economic news had led some analysts to say the Fed might now feel less urgency to act. But Bernanke's reiteration Friday of the Fed's readiness to provide more help suggested that his economic outlook remains dim.

The U.S. economy is still struggling to grow. It expanded at a tepid 1.7 percent annual rate in the April-June quarter, the government estimated Wednesday.

The minutes of the Fed's July 31-Aug. 1 policy meeting showed that officials spoke with increased urgency about the need to provide more help for the U.S. economy.

The policy committee decided that action "would likely be warranted fairly soon" unless it saw evidence of "a substantial and sustainable strengthening" of the economy. After it meets in mid-September, the Fed's policy committee will meet once more, in late October, before the November elections.

QE3 isn't the Fed's only option. It already plans to keep short-term interest rates near zero through late 2014 unless the economy improves. It could settle for extending that pledge into 2015.

Mark Zandi, chief economist at Moody's Analytics, is among those who think the Fed will extend its timetable for record-low rates into 2015 at the September policy meeting. And unless the economy improves, Zandi expects the Fed to launch another round of bond purchases after the election.

Bernanke's comments Friday made clear that the economy has a long way back to full health.

"Unless the economy begins to grow more quickly than it has recently, the unemployment rate is likely to remain far above levels consistent with maximum employment for some time," he said.

At the end of every August, economists and central bankers convene in the Rocky Mountains at a symposium organized by the Federal Reserve Bank of Kansas City. They present papers and argue about economic issues. But mostly, they wait to see what the Fed chairman has to say.

In August 2010, Bernanke hinted during his remarks at Jackson Hole that the Fed might begin a second round of bond purchases, a policy called quantitative easing, or QE2. The Fed started buying bonds three months later.

Many analysts think a third round of bond purchases ? QE3 ? would include both Treasurys and mortgage-backed securities.

Stamina is going to be the key in this long-distance race. The main clash is between Tynwald Tom and Charleys Lucy, and any inside crowding will help the latter?s cause. Good luck to all the hounds.

Sony CEO Says Vita Gaming Sales Near Expectations

BERLIN - Sony Chief Executive Kazuo Hirai said on Thursday that its new gaming device Vita was mostly selling in line with its expectations, though in some places it was off the pace.

Vita hit the stores earlier this year, the latest in a line of mobile gaming gadgets in the spirit of Nintendo's Game Boy and Atari's Lynx, but some analysts have questioned whether there is room for such a device in a market increasingly dominated by games played on smartphones and tablets.

After Sony returned a record net loss of 455 billion yen ($5.8 billion) for the last fiscal year to March 31, Hirai promised 10,000 job cuts and big cost reductions in the TV unit, which has clocked up losses of about $12 billion in the past decade.

"Worldwide, the Vita is pretty much along where we would expect it to be, maybe trending behind in certain territories," Hirai told Reuters on the sidelines of IFA, Europe's biggest consumer trade show, held in Berlin.

He declined to disclose where sales were lagging.

When he took the helm at Sony in April, Hirai vowed to revive the fortunes of the company, maker of the Walkman music player and PlayStation games console, after years of competition from foreign rivals had broken its dominance in consumer electronics.

Part of the plan is betting Sony's future on mobile devices such as the Xperia smartphone, gaming and digital imaging, while developing new businesses, including a medical unit.

In Berlin Sony launched three smartphones and one tablet, all powered by Google's Android platform, saying patent challenges facing the software platform had not affected its business.

Sony Mobile chief Kunimasa Suzuki told Reuters he was confident of selling more smartphones in fiscal year 2012-2013 than the 34 million it shifted in the previous year.

After Sony returned a record net loss of 455 billion yen ($5.8 billion) for the last fiscal year to March 31, Hirai promised 10,000 job cuts and big cost reductions in the TV unit, which has clocked up losses of about $12 billion in the past decade.

Hirai said the group was ahead of plan to return the TV business to the black. "This fiscal year we will halve our losses from what we made last year. We are ahead of track."

Sony is also in talks with several companies who could be interested in its chemicals business, Hirai said. The unit makes material used in consumer electronic products and employs several thousand people. He declined to elaborate.

As for other Japanese exporters, the strength of the yen weighs on Sony's results. The currency has become a safe-haven destination for many investors as debt concerns undermine confidence in both the euro and the dollar.

"The currencies are a real pain," Hirai said. We can complain about that, but it is the reality we have to face."

Since Sony's European sales account for a fifth of all revenue, compared with a tenth at both Panasonic Corp and Sharp, it is particularly sensitive to currency swings against the euro.

On Sunday (Aug. 26), Arctic sea-ice extent fell to 1.58 million square miles (4.10 million square kilometers), surpassing the previous low, set on Sept. 18, 2007, the U.S. National Snow and Ice Data Center (NSIDC) reports. Sea-ice extent refers to the area of ocean covered at least 15 percent by sea ice, according to the NSIDC.

The record low, set in 2007, stood at 1.61 square miles (4.17 square kilometers).

But this year's melt is unlikely to stop soon. The melt season still has another two or three weeks to go. [10 Things to Know about Sea Ice]

Continuous satellite records of sea-ice extent began in 1979. But in recent years, satellite data have shown a shift in the fluctuating ice cover. For example, including this year, the six lowest ice extents in the satellite record have occurred in the last six years, the NSIDC reports.

Scientists attribute the shift to a combination of natural forces, for example, a storm in early August coincided with an acceleration of melt that occurred at the same time. However, over time, the effects of winds, clouds and other natural conditions should, in theory, balance themselves out. It is the emission of greenhouse gases that alters the long-term trend by warming the planet, Walt Meier, a research scientist at NSIDC?told LiveScience last year.?

This year's melt rate was much faster than the normal rate for this time of year, the NSIDC reported today (Aug. 27).

Sea ice matters to the animals, such as polar bears?and walruses, that depend on it for habitat, and scientists worry the loss of ice could have serious consequences for them.

Sea ice also affects weather and global climate, because it reflects most of the sun's energy back out to space. If sea ice melts, the dark water beneath it absorbs most of the energy, which in turn enters the natural system. In this way, scientists believe the melting of sea ice will aggravate global warming.

Remember, OUYA is open source and hackers are invited. Literally anyone can make a game. So go ahead and crack it open, don?t worry about voiding the warranty. That because OUYA is? a console and a dev kit. You can even make your own peripherals. There are no costly SDK or license fees to dish out. Indie developers can create games, publish them to OUYA, set there own price, then split the profits 70/30

The Los Angeles based OUYA team is lead by industry veteran Julie Uhrman. Product Designer Yves Behar, creator of the Jambox, is also on board. With the current state of technology, the team set out to make a quality product that?s cheaper to build. Also,? OUYA wants to bring to the market games that are cheaper to create and buy. The boxer8 project was launched on the fund-raising site Kickstarter.com. The goal was to raise $950,000. in one day, over $2 million was raised. As of today, they have raised almost $9 million on Kickstarter.com. It?s safe to say, there?s interest in this product.

After E3, there wasn?t much excitement about what?s to come. The PS3 nor Xbox 360 showed anything that sparked true interest. Some fans gave credit to Nintendo for trying to move in a new direction. Still, the Wii-U got mediocre reviews. Some saw the Boxer8 as something different

For the hard core, the Android platform may not best fit for serous gaming. Plus, the console is open. So look for a slew of garbage wackware to flood it?s market. The bright side is that less restrictions usually breed more creativity. So indie and AAA game developers will have a chance to do something fresh and different.The next video game imagineer could be reading this article. Romney to attend wife's convention speech Tuesday

TAMPA, Fla. (AP) ? Republican presidential contender Mitt Romney will attend his wife's speech to the Republican National Convention Tuesday night.

Ann Romney confirmed her husband's plans while speaking to reporters Tuesday morning as the couple flew from Boston to the convention site in Tampa, Fla.

She says her husband initially wasn't scheduled to attend her prime-time speech, but that changes to the convention schedule made it possible. She said that "it's going to be fun for him to be there."

Romney delivers his convention speech Thursday night.

The pair spent much of the weekend rehearsing their addresses together near their New Hampshire summer home.

The thing I come across the most, as a reader and script consultant, is trouble with dialogue and more specifically, the way characters speak. There are a lot of books on character development out there, and most writing courses cover it a little bit, but there really aren?t that many resources for how your character should speak, except of course real life.

When you are creating your characters you really have to take into consideration not only the things they would say but also how they would say them. For example: A rich snooty man from an upper class family who graduated from Harvard might possibly say, ?Good evening, how are you doing tonight?? While an uneducated, or less educated hipster character would say something like ?What?s the haps?? Both characters are saying the same thing but in very different ways. If you think about your friends and how they speak, you will start to see how very different they all are. Ever hear someone say, ?Only you would say it that way? about an expression or something you said? This is what I mean.

When writing dialogue, writers often forget that characters speak differently. I?ve read so many scripts where either the characters all sound exactly alike or they have the voice of the writer or they go in and out of character. It doesn?t matter what genre you are writing, your character need to be his or her own person.

It?s understandable how this is missed so often. You?ve read all the great books on screenwriting: Robert McKee, Syd Field, Blake Snyder, etc., and you know that on page 19 ?this? must happen and you know all the archetypes of character and you have spent months perfecting your story and then they speak and it all falls apart. This is the same for television. You have taken all the great TV writing course around, you have read all the books, watched countless hours of your favorite shows and even managed to write a few specs, and then your characters speak in your original pilot and they might as well be the same person. This is very common, so don?t feel bad, we have all been there.

There are many ways you can fix this problem.

- First of all, have your script read by other writers and, if they don?t give you character feedback, then ask for it.

- Have your script read out loud; you need to hear how your characters sound.

- Watch both film and television.

- Go to plays.

- Read books.

- Observe people in your every day life and start making note of how they speak and what they say. Does your brother start every sentence with ?dude? and, if so, what does that tell us about him?

It is also essential to study great films and read the scripts. There are many resources out there for scripts online, one of my favorites is Simply Scripts. Any screenplays by: Cameron Crowe, the Coen Brothers, Quentin Tarantino, and/or Woody Allen is a good place to start. Their characters have very specific ways of speaking. You can also go to the WGA site and get a list of the greatest films.?Most great films have great characters and great characters have great dialogue.

Some outstanding television shows to study for dialogue are: Mad Men, Breaking Bad, Grey?s Anatomy, How I Met Your Mother, The Big Bang Theory, and Californication. It?s up to you really what you want to watch, we all have different tastes, but the point is you can find great characters to study all around you.

If you are writing novels, your job is a little bit easier because you have pages to write narrative explaining how the character is feeling, but it?s a trap you don?t want to fall into. You still want your characters to stand on their own when they speak.

Does Rebound In Commercial Construction Have Legs?

The strong rebound reported in CRE development may represent light at the end of the tunnel for the U.S. nonresidential construction sector after several dark years, or it may just be a flicker that fades in the face of flagging confidence among investors and builders in recent months.

A report issued by Fitch Ratings is optimistic, concluding that increasing demand for commercial space coupled with almost no new supply in recent years has fueled stronger activity in 2012. Meanwhile, spending on commercial construction projects put in place jumped 23.1% to $143.2 million through the first half of the year from the same period in 2011, according to U.S. Census figures analyzed in a report by Fitch Director Robert G. Rulla.

Congressional approval in June of a new $105 billion federal highway bill will enable state and local governments to plan new longer term projects with more certainty, another potential boost for the nonresidential sector, Fitch said.

The benefits of the new highway bill are not likely to accrue until 2013 and the sector is by no means out of the woods. Public construction will remain flat through the end of the year before growing 2% in 2013, and highway/street spending will remain under pressure through at least the end of the year, according to Fitch.

Other factors that could level off growth in new commercial construction activity before year end include slow U.S. economic growth, lingering problems in key European economies and ongoing issues with developer access to construction financing.

While the latest Federal Reserve survey suggests that banks are easing lending standards, that view isn?t unanimous. Another survey indicated that standards remain tight, with little evidence that CRE credit availability has improved meaningfully. Fitch believes financing will remain constrained as cautious institutions continue to be picky about financing development projects.

For better or worse, developers aren?t proceeding with the confidence that marked earlier recoveries. The Construction Confidence Index (CCI) compiled by the Associated Builders and Contractors (ABC), measuring sales prospects, staffing levels and profit in the U.S. nonresidential construction industry, reflected declines in all three areas during the second quarter. The setback reversed much of the progress made in the first quarter, although the index values remain above 50, indicating that construction spending is still poised to expand, albeit at a slower pace.

Construction sales expectations fell from 68.3 in the first quarter to 62.3 at midyear. Profit margins fell from 57.9 to 53.5 and staffing levels declined from 64.3 to 59.8.

ABC Chief Economist Anirban Basu said the nonresidential construction industry continues to struggle to establish sustained momentum despite data indicating that the nation is now in its fourth year of economic expansion. Construction spending levels have barely managed to edge higher in recent months.

Contractor attitudes won?t likely improve until positive economic data emerges and the federal government resolves fiscal issues that in a worst case could plunge the nation back into recession in 2013, Basu said.

?Nonresidential construction firms have become unnerved by the possibility of the nation falling off a fiscal cliff due to a number of tax increases and spending cuts that take effect at the end of the year,? Basu said. ?This would limit private nonresidential construction, which is among the nation?s most cyclical industries.?

Recession would also further hammer already weak federal, state and local government finances, likely leading to further declines in public spending, Basu said.

Among the most interesting findings in the CCI is that the proportion of contractors expecting substantial deterioration in business performance has risen from just 2% during the first quarter to nearly 13% in the second quarter.

Construction employment declined in 31 states between July 2011 and July 2012 and in 28 states in the past month, according to an analysis of U.S. Labor Department data by the Associated General Contractors of America. The drying up of public construction funding offset employment gains in homebuilding and nonresidential construction.

?Public construction cuts in particular are taking their toll on construction employment in many parts of the country,? said Ken Simonson, the association?s chief economist. ?With economic growth remaining sluggish, there is a chance construction employment will begin to slip in even more places.?

Worse, if economic growth slows as businesses worry about future tax uncertainty, private demand for construction is likely to lag, the AGC said.

Brother MFC-8710DW


The Brother MFC-8710DW is the sort of mono laser MFP that can fit nicely as a workhorse printer in a micro office, small office, or workgroup. It doesn't offer any standout features, but it prints, scans, and faxes, including over a network; it works as a standalone copier and fax machine; and it delivers enough overall?in output quality, speed, and paper handling?to make it a strong contender for any small office or workgroup with relatively heavy-duty needs.

The MFC-8710DW has a lot in common with the similarly priced Editors' Choice OKI MB471 , but there are also some important differences. In addition to both printers offering print, scan, copy, and fax capability, both can print from and scan to a USB memory key. Both also offer a 50-page automatic document feeder (ADF) to supplement their flatbeds.

Unlike the OKI printer, the MFC-8710DW doesn't offer duplex (two-sided) scanning with its ADF, which means you can't scan, fax, or copy duplex originals easily. On the other hand, the OKI printer's flatbed is limited to a maximum letter-size page, while the MFC-8710DW's flatbed is legal size. In addition, the MFC-8710DW supports Wi-Fi while the MB471 doesn't. For that, you would have to get the more expensive OKI MB471w ($475 direct), which OKI says is the identical printer with Wi-Fi added.

Paper handling for printing is also similar for the two printers, but not quite a match. Both include a built-in duplexer (for two-sided printing), a 250-sheet paper drawer, and a multi-purpose tray, with the MFC-8710DW offering a somewhat lower capacity for the tray: 50 sheets instead of 100. That's not a significant difference, however. Even the 300-sheet total should be ample for most small offices. If you need more, you can add a 500-sheet second drawer ($209.99 list) for a maximum 800-sheet input capacity.

Setup and Speed
As is typical for this class of MFP, the MFC-8710DW is too big to share a desk with comfortably, but small enough, at 17.6 by 19.3 by 16.3 inches (HWD), so you shouldn't have much trouble finding room for it in most micro or small offices. Once in place, network setup is standard. Also note that the printer includes support for a variety of mobile printing options, including AirPrint, Google Cloud Print, and Brother's own mobile print and scan app.

Brother MFC-8710DW

For my tests, I connected the printer using its Ethernet port and installed the drivers on a Windows Vista system. On our business applications suite (using QualityLogic's hardware and software for timing), I clocked it at 10.5 pages per minute (ppm). That counts as a respectable speed, and it makes the MFC-8710DW a little faster than the MB471, at 9.5 ppm. However, it's not a particularly impressive speed for the price or for the 40-ppm engine rating. As a point of reference, the Editors' Choice Canon imageClass MF4570dn , which is both less expensive and rated at a much slower 26 ppm, came in at 12.3 ppm.

Output Quality
Output quality for the MFC-8710DW is dead on par across the board. Text is in the middle of the range that includes the vast majority of mono MFPs, which makes it easily good enough for any business need, but a little short of what you'd want for high-quality desktop publishing.

Graphics output is similarly good enough for any internal business need. Depending on your tastes, you may or may not consider it good enough for, say, PowerPoint handouts when you need to convey a sense of professionalism. Photo quality is more than good enough for printing Web pages with recognizable photos, and even suitable for printing photos in company or client newsletters and the like.

The Brother MFC-8710DW doesn't offer any particular strengths to make it stand out from the crowd. However, it doesn't suffer from any real weaknesses either. It delivers reasonable speed, par-quality output, ample paper handling, and all the MFP features most small offices need. The MB471 stands as Editors' Choice primarily because of somewhat better text quality and a slightly lower running cost. That said, the Brother MFC-8710DW comes in as a close second overall, and if you need Wi-Fi it may well be your first choice.

Heading into the Republican National Convention in Tampa, Fla., this week, Mitt Romney already faced a steep climb:? The wealthy, guarded Republican presidential candidate needed to open up about himself and show voters that he understands the lives of average Americans and deserves their trust, political analysts say.

Now he must compete with tropical storm Isaac, which on Monday was bearing down on the Gulf Coast ? an eerie echo of hurricane Katrina, from exactly seven years ago. At best, this unwelcome guest gives Mr. Romney a split-screen convention, as he competes for viewership with potentially dramatic footage of weather aftermath. ?

?Big storms are like car chases,? says Ford O?Connell, head of the conservative Civic Forum PAC. ?He?s got to break through.?

When Romney addresses the convention on Thursday, it will be his biggest moment in the national spotlight to date ? and a crucial lead-in to his debates with President Obama in October. Polls show Romney in a tight race against an incumbent president with a weak economy and high unemployment. In other words, this race is winnable for Romney. But voters like Mr. Obama more than they do Romney, and history has shown that the more likable candidate usually wins.

To break out, Romney has to reveal more of himself to voters, said Republican strategist Karl Rove, appearing Monday at an event hosted by the news site Politico.? ?

?They?ll hear a lot about tax cuts and large economic plans and Medicare reform packages, and blah blah blah blah blah, and that matters a lot to them,? says Mr. Rove, former George W. Bush political guru and a major force behind the American Crossroads "super political-action committee." ?But they also want to know who is this person that is asking me to give them their vote to occupy the most consequential office in our country.?

Obama has done a good job of turning Romney into a caricature of the rich, uncaring businessman, Republicans say, and the time has come to turn that around ? particularly with that sliver of the electorate that remains undecided and could determine the outcome. ?

?[Americans] have been told a bunch of terrible things about him ? that he doesn?t care about people like you, that he ships jobs to China, that he?s a wealthy plutocrat married to a known equestrian,? former Republican National Committee chairman Haley Barbour told reporters Monday at an event in Tampa hosted by the GOP polling group Resurgent Republic.

In a way, then, Tuesday?s speech by Romney?s wife, Ann, is also significant, as she gives voters a perspective on the soon-to-be Republican nominee that no one else can. Expect to hear the story of a devoted husband who cared for and comforted his wife during serious health challenges.

?American people are going to see him and his family up close, and they are going to see that it?s a family that sets a high standard for all of us ? that you?d like your kids to turn out like this,? says Mr. Barbour, the former governor of Mississippi.?

Romney?s five grown sons ? all launched in their own careers, all family men with a combined 18 children ? have been present in the media this week and at events surrounding the convention, adding their personal testimonials to their father.

Infrared light offers promise of laser-sharp cancer therapy

Technique zaps tumors with reduced risk of side effects

Claiming scalpel-like precision, Canadian scientists have delivered lightning-fast laser pulses of infrared light to obliterate tumors in animals. Whereas conventional radiation therapy delivers cell-killing radiation to all cells throughout a beam?s path, the new approach causes no damage to tissue surrounding a targeted tumor, its creators say.

The spillover damage to healthy bystander cells triggers the nausea and other side effects associated with conventional radiation therapy, explains Nancy Ellerbroek, a clinical radiation oncologist in Manhattan Beach, Calif. So, if the new technology can treat tumors deep inside the body without exposing healthy tissue, ?that would be really great,? she says.

The just-patented system under development at the University of Sherbrooke in Canada delivers 1,000 pulses of infrared light per second, each lasting only about 100 quadrillionths of a second, explains laser physicist and study coauthor Daniel Houde. In tiny regions of tissue ? typically a volume about 100 micrometers in diameter and up to 10 centimeters long ? this blast briefly creates a low-energy electron plasma called a filament, in which molecules are stripped of their outer electrons.

To illustrate the laser?s accuracy, Houde?s team irradiated a clear gel that turns cloudy when exposed to enough radiation to kill human cells. Using laser pulses, the Sherbrooke scientists wrote the S from their university?s logo into the gel. No gel in front of the S turned cloudy, the researchers report online August 27 in the Proceedings of the National Academy of Sciences. When the researchers repeated the experiment with a gamma radiation beam, all gel in the path of the beam turned cloudy, up to and including the targeted region.

Functionally, the laser?s impact on affected tissue is exactly like X-rays, Houde says. Both types of radiation unleash electrons that deposit lethal amounts of energy. Both also induce the production of free radicals, molecular fragments that kill cells.

The laser therapy obliterated tumors induced experimentally in mice. However, those tumors were just under the skin of the animals? legs. Still unclear, Houde acknowledges, is how deeply filaments can be induced and still maintain their pinpoint accuracy. The goal, he says, ?is to begin tests in humans within two years.?

Radiation oncologist Theodore Phillips of the University of California, San Francisco, suspects the laser technique may have limited applicability given the questions about how deeply inside the body it will work. ?I suspect perhaps 1 or 2 centimeters at best,? he says. So, for the more common, deeper tumors, he says, this technique would hold little appeal.

The researchers are already at work on a system to beam the laser?s pulses through a fiber-optic cable. Then surgeons could, for example, use the laser like a scalpel during surgery with no need for lead shielding or other types of radiation protection, Houde says.

Convention bounce: How much will Romney and Obama get?

The numbers don't lie - political conventions give their respective party candidates some positive momentum going into the general election season.

?Both get a bounce,? says Republican pollster David Winston. ?You get to make your case without interference.?

The numbers seem to bear him out. One Gallup analysis in 2008 showed that, of 22 conventions between 1964 and 2004, only two candidates received no uptick in the polls: Democrats John Kerry (2004) and George McGovern (1972). The median increase: 5 points.

Research by Larry Sabato, a political scientist at the University of Virginia in Charlottesville, shows that in more than 24 conventions since 1960 Democrats have averaged about a 7.3 point jump in the polls, and Republicans about 6.4 points.

But how much the candidates actually benefit from any surge depends in part on where they stand before the convention. A standard-bearer who starts at 36.5 percent and goes up 7.3 points is no better than one who starts at 32 percent and goes up 6.4 points. The increase is 20 percent in both cases.

And there?s a further complication. Until this year, campaigns have started in earnest after the conventions. Not this time around. More than half a billion dollars has already been spent on TV ads. That?s as much as the entire 2008 campaign. Analysts theorize that one reason Republican Mitt Romney?s choice of Wisconsin Rep. Paul Ryan to be his running mate hasn?t given the campaign more of a bump is the massive amounts of spending on political attack ads, spurred in part by the US Supreme Court?s controversial Citizens United decision. Some experts believe the constant barrage of ads will depress any spike at the polls coming out of the conventions this year as well.?

Even if it doesn?t, and the conventions give the candidates a measurable bounce ? will it last?

Ah. There are numbers for that, too. Mr. Sabato?s figures show that in 10 elections the post-convention numbers were close to the final results; the other 14 were ?off the mark.? But that doesn?t mean those 14 candidates lost the election.

And those who know statistics are leery of saying that Election Day numbers for the ?close? ones were in any way related to the convention bounce. For one thing, there are too many other factors that could influence the outcome ? candidate debates and unexpected news events, to name just two.?

The biggest bounce in recent convention history ? Bill Clinton?s 16-point surge in 1992 ? was complicated, Mr. Winston says, by an outside development: The day before Mr. Clinton gave his acceptance speech third party candidate Ross Perot dropped out of the race. When Mr. Perot got back in, Clinton?s lead sank to 10 points. Precisely how Perot influenced those numbers is tough to measure.

Another complication: measuring the bounce when conventions are close together ? or during Labor Day.

?Polling over Labor Day Weekend is always a problem,? ABC polling director Kathy Frankovic wrote in 2008. ?We confront more than the usual number of people who don?t respond or can?t respond. People are away from their homes, heading back from summer vacation, or preparing their children for the start of the school year.?

This year Republicans end their convention the day before Labor Day weekend. The Democrats start their?s on Labor Day. Don?t expect precision.

And keep in mind a comment by Democratic pollster Geoff Garin. ?The bounce is bigger,? he says, ?when what?s communicated is an argument and case you can sustain.? In other words, if you break fast from the gate, you still win only if you finish fast.

Bottom line: Expect something of a post-convention bounce for both Romney and Obama. Will we be able to test the lasting effects ? and will it be decisive? Who knows.

PARAGUANA/CARACAS, Venezuela, Aug 25 (Reuters) - An explosion tore through Venezuela's biggest refinery on Saturday, killing at least 39 people, wounding dozens and halting operations at the facility in the worst accident to hit the OPEC nation's oil industry.
Energy Minister Rafael Ramirez told Reuters no production units at the Amuay refinery were affected and that there were no plans to halt exports, a sign that the incident will likely have little impact on fuel prices.
Photographs taken shortly after the pre-dawn blast showed wrecked vehicles, flattened fences and giant storage tanks buckling and crumpling as flames lit the night sky. A National Guard building in the area was shattered and officials said a 10-year-old child was among the dead.
A gas leak caused the explosion and most of those killed were National Guard troops who were providing security for the 645,000 barrel-per-day (bpd) facility, Ramirez said, adding that the fire was under control.

"There was a National Guard barracks near the explosion. ... The installation was too close to the operations," Ramirez told Reuters in an exclusive telephone interview, adding that production could resume at Amuay within two days at most.
"We need to boost production at other refineries and look for floating storage near the complex," he said.
The incident follows repeated accidents and outages during the last decade across installations run by state oil company PDVSA that have limited output and crimped expansion plans.
Amuay has partially shut operations at least twice this year due to a small fire and the failure of a cooling unit.
Those problems have spurred accusations of inept management by the government of President Hugo Chavez, who is running for re-election on Oct. 7.
Acrimony over the explosion could spill over into an already bitter campaign, but s unlikely to overtake larger political concerns such as crime and the economy.
"I want to convey the deepest pain that I've felt in my heart and soul since I started to get information about this tragedy," Chavez said in phone call to state TV. He declared three days of mourning.

Venezuela has traditionally been a big supplier of fuel to the United States and the Caribbean, but refinery shutdowns have become so common that they rarely affect market prices.
Traders told Reuters the docks at the refinery were shut, and tankers were anchored offshore waiting. They said this would cause delays to some of the country's exports.
The explosion broke windows at homes in the area, a peninsula in the Caribbean sea in western Venezuela, as well as at Amuay's main administrative building.
The blast was also felt out at sea in the Paraguana bay, where some crew members on moored tankers were knocked off their feet by the shockwave, one shipping source said.
Ramirez said the fire that started after the explosion had only affected nine storage tanks holding mostly crude oil and some processed fuels including naphtha.
Officials said two tanks were still burning off residual fuel, and a Reuters witness at the scene said large black clouds of smoke still hung above the area.
Ramirez said existing fuel stocks around the country were sufficient to guarantee 10 days of exports and local sales. PDVSA has no plans to invoke force majeure, he said, which lets companies stop shipments due to accidents or extreme weather.
Amuay, together with a neighboring facility, forms part of the Paraguana Refining Center, the second-biggest refinery complex in the world, with an overall capacity of 955,000 bpd.
In 2010, there was a massive fire at a PDVSA fuel terminal on the Caribbean island of Bonaire, then a blaze at a dock at the Paraguana complex that halted shipping for four days.

Plan for income tax overhaul

The Finance Ministry is testing a plan with groundbreaking changes in the taxation of incomes as part of an overhaul of the revenue-raising system, according to sources.

The idea is said to provide for the deduction from taxable income of all expenses except those concerning the acquisition of property assets, and the application of rates between 25 and 40 percent on the sum remaining.

Initial projections indicate that the lower income tax rates will indeed lead to an increase in revenues from other sources.

The plan provides that taxpayers will deduct from their annual incomes the full amounts of the following expenses:

I) Consumer goods, services, toll charges, car insurance premiums and all utility bills.

II) Those that are presently deductible only at 10 percent, such as rents, hospital expenses, medical visits and tests, private school fees and life insurance premiums.

In this way, the ministry considers that the tax code will be greatly simplified and the tax burden will be shared out more fairly. A likely reduction in revenues from income taxation is expected to be offset by two other collateral impacts:

First, an increase in taxes from incomes declared by businesses and the self-employed that today conceal a large part of their incomes. It is reasonable to believe that all consumers will insist on receiving receipts for all purchases and services rendered. According to a recent study by the University of Chicago, Greek doctors conceal an average income of 29,000 euros annually.

Secondly, an increase in VAT revenue, since businesspeople will be forced to issue a much larger number of receipts. Given that the lowest income tax rate will be 25 percent, consumers will have no interest in not paying VAT which is 23 percent.

The operation of the new system would depend on the direct electronic connection of sale points with the tax department.

Beverly Dollarhide, Nicholas's mother, says of the period after her son's disappearance, "My main goal in life at that time was not to think." Apparently, the filmmakers have taken a cue from her.

Layton's dazzling film is an exciting, edge-of-your-seat experience superior to any Hollywood mystery you're likely to see for a long time.

"The Imposter" becomes more than just a missing-persons drama. It hints at something much darker: a real-life horror story, the full truth of which may never be known.

This is one creepy mystery.

"The Imposter" initially seems to be a tutorial in identity theft, as well as a cautionary tale about the susceptibility of people who have lost a loved one. But that's not the half of it.

Layton's film joins the top ranks of nonfiction films because he recognizes that in this case no solution could be as engrossing as the questions.

The Imposter frequently sends your jaw hurtling to the floor as it tries to understand the great pretender and a family only too willing to accept him as one of their own.

When this film was over, I felt as if I had been holding my breath for 99 minutes. It is pure, delicious suspense.

The mysteries stick with you. In 20 years time, someone will leap up and shout, "Eureka!"

Think of Clint Eastwood's Changeling and multiply by the power of reality.

The month's second mind-blowing doc ... a thinker that deserves the thought.

[The] unbelievable blend of confidence trickery and seemingly wilful blindness is what fascinates most in The Imposter, and raises more tantalising and disturbing questions.

You couldn't make this stuff up - and no one would buy it as fiction. But as a documentary, it's a different matter.

Layton may be making a sophisticated point about the elusive nature of truth but at the same time, it's a point made at the expense of the Barclays.

The year's most fascinating and frightening doc so far, The Imposter delves far beneath the hysterical tabloid headlines.

It's both preposterous and horrific, and therein lies its powerful, disquieting charm.

The real imposter here is the director.

A fascinating glimpse into the mind of a cunning con-man...and it's just as cunning as he was in constructing the story to hold our interest.

Trails off at the worst possible moment...its flaccid legal summary and closing visual manipulations are intentional, leaving audiences with a thoroughly sickening feeling to appreciate Bourdin's prolonged dance of narcissism.

A terrific tale of deception and self-deception, propelled by the presence of the smirking, cocky Barclay claimant, Fr?d?ric Bourdin.

The idea of "The Imposter" is more intriguing than the film's execution.

Keeps you unsettled, haunted, enthralled.
