Program helps young adults transition from foster care to positive ...

Contrary to how most people view it, Tiffany ? a teen who?s just become familiar with the foster care system ? says it?s the best thing that?s ever happened to her.

Making the shift was a dream come true she says, as was becoming a participant of Connections to Independence (C2i). The South Minneapolis-based nonprofit assists youth in foster care ages 15-21 to transition to an independent lifestyle as they age out of the system.C2i_MakulaDunbar

?People have their own opinions, but with me it?s like I?m in a whole different world. I?m living in a dream world I always wanted,? Tiffany, 19, confessed. Had not it been for Minnesota?s Fostering Connections to Success and Increasing Adoptions Act of 2008, Tiffany?s current situation wouldn?t be the same. Before it was implemented, youth would age out of the foster system at age 18. Now some have the option of staying until age 21 and C2i encourages their youth to do so.

C2i Executive Director Jessica Rogers would like to work with young adults up until age 24, when most have a firm grasp on where they?re headed. Because she was pulled out of foster care and adopted at a young age, Rogers knows it?s tough for an 18-year-old to be on his/her own.

In 2010, the Christian Science Monitor reported that close to 40 percent of kids who have aged out of foster care have been homeless at some point. Though Tiffany?s only been a part of C2i for two months, she said she greatly appreciates the family environment, classes and workshops, such as the one that took place a few weeks ago about loving yourself and identifying others who do as well.

?We can teach our kids how to get jobs, go on to post-secondary and how to get apartments,? Rogers said. ?But if they?re not healthy ? mind, body and soul ? how are they going to sustain those things long term??

Ten years ago C2i began its run at Summit Academy OIC in North Minneapolis. Since its founding, C2i has been on a revolving contract from Hennepin County, which still provides funding. When other programs began to overshadow youth development, C2i moved into another part of Summit?s building, operating separately.

In 2009 the Summit Academy Board of Directors and Summit CEO Louis King decided to end the program. Re-registering and re-launching in July 2010, under Rogers? direction, C2i stays aligned with a special wellness philosophy and heavily supplements the efforts of social workers.

The program also aims to stabilize their youths? placements. With 43 youth enrolled and capacity for 55, C2i reports that most of the young adults who participate in its programs have lived in four-to-five foster homes.

Lina, 17, has lived in more than 30. Born into the system, her mother didn?t lose parental rights until she was 11 years old. Still, Lina managed to graduate high school early. Thanks to C2i showing up at a very important court date and helping her find transitional housing, Lina is now legally emancipated, working and living on her own.

?[Going] through the system was not successful,? Lina said in regard to foster care derailing her life. ?I?ve always been a very willful person. I don?t like authority and I don?t like people telling me what I should and shouldn?t do, especially when I feel it?s not right, like medicine and therapy that I didn?t need.?

Lina began participating in C2i when she was 13, and although she continued to move around, she said the program was one of the things in her life that remained stable. In foster care, she remembers not being able to make many personal decisions. She also remembers being in placements where locks sealed the refrigerators. Now, living in transitional housing, she?s glad to be able to grocery shop, clean and schedule everything in between on her own time.

?I like that they?ve always been here. They?re like my second family ? more like my first,? Lina said of C2i.

Every Friday, the organization does a group activity outside of the office walls. Many of the activities are outdoors to encourage a sense of self in an environment void of common distractions.

?We always relate it to what we?re talking about; that all ?about me? aspect of learning. It?s learning what your likes and dislikes are without someone telling you what they are,? said C2i?s program manager Michelle May. ?When the summer hits, we?re anywhere and everywhere.?

May and independent living skills counselor/operations coordinator Talicia Jackson are behind workshops and classes that they and outside youth advocates run. Jackson thought up the idea of having a men?s cooking class for students like DeVant?, 19, who not only need the knowledge, but also are looking to further it in culinary school.

Currently earning the last of his high school credits, DeVant?, a four-year C2i participant, is looking to pursue a career in graphic design, culinary and/or auto mechanics. He and his 15-year-old sister attend the program two-to-three times a week taking advantage of workshops pertaining to personal finance and development.

?The ?laugh now? part is me putting on a face to cover up the pain. I could be joking around like everything?s okay, but later on I?ll be hurt somewhere where no one will notice,? he said explaining the comedy/tragedy drama faces tattoo on his left arm. On the other arm are the words ?Family first,? ?Because I put my family before anything,? he said.

On Valentine?s Day 2008, DeVant? was pulled from his eighth-grade class and brought into a room with two sheriffs. They explained that he would be taken into foster care. After gathering his things in the back of a police car, he went with them, finally arriving at St. Joseph?s Home for Children. Two weeks later he moved to a foster home in North Minneapolis.

?C2i helped me to analyze my situation, why it happened and to stop blaming myself for the reason I was taken,? DeVante` said.

C2i?s all-nighter activity makes him smile just as intensely as memories of an unsupervised visit with his mother two Easters ago. Last year, the group started off with a movie then headed to downtown?s Block E, eventually settling at a recreation center where they were free to play basketball, games and swim until five am.

Back in 2009, C2i?s program manager Rogers was given an ultimatum. She could watch the program go to another nonprofit and hope to be a part of it or she could redevelop it herself.

?I could have remained in foster care for years like a good number of our kids did. To give these kids a little bit of what I was blessed with is why we replicate a family environment,? Rogers said. ?So I gladly took on the challenge.?

House will vote on Senate-passed 'cliff' bill

(AP) ? Republicans are dropping their demands for additional spending cuts and will hold a House vote on whether to give final congressional approval to the Senate-approved compromise averting "fiscal cliff" tax increases and spending cuts.

The House vote was expected Tuesday evening.

A decision by the Republican-run House to amend the Senate-passed bill would have complicated prospects for final congressional passage of the measure. Senate Democratic aides have said the Democratic-led Senate, which overwhelmingly approved the compromise early Tuesday, would not return to vote on an amended version of the measure.

The measure would allow tax increases on the highest-earning Americans, but retain decade-old income tax cuts for everyone else.

DUI charges in crash that killed 5 kids, woman

A Mississippi man has been charged with six counts of DUI manslaughter after an SUV carrying members of the Mississippi Band of Choctaw Indians drove off an embankment into the frigid waters of a rain-swollen creek over the weekend, killing five of his children and a woman.

The man, Duane John, 34, was at the wheel when the vehicle shot off the roadway on Saturday shortly after midnight near the Neshoba-Newton county line in eastern Mississippi, authorities said. He was charged with six felonies Monday after his release from a hospital where he was treated for hypothermia.


The children, ages 18 months to 9 years, and a 37-year-old woman identified as Dianne Lewis Chickaway drowned, NBC station WLBT of Jackson, Miss., reported. Surviving were John, the children's father; their mother, Deanna Jim; and Chickaway's husband, Dale Chickaway.

"When officers and rescue personnel arrived on the scene, the vehicle was totally submerged," Neshoba County Sheriff Tommy Waddell said.

Choctaw Tribal officials said John and Deanna Jim also have two other children who weren't involved in the accident. Tribal spokeswoman Misti Dreifuss said a funeral for the children would be Wednesday at a tribal building in Choctaw. Chickaway's funeral was set for Thursday.

Waddell said it appeared that none of the children was in a child restraint and that none of the adults was wearing a seat belt, even though they were driving late at night along a dangerous stretch of roadway.?

"We had an accident approximately a month or so ago where there was a fatality just a few hundred yards from this location," Waddell said.

Egypt's leader sees currency stabilising "within days"

CAIRO (Reuters) - Egypt's pound fell to a record low on Monday as the president signalled his government would allow it to depreciate slowly for several more days to stop a drain on foreign reserves that has driven the economy into crisis since the fall of Hosni Mubarak.

Hit by a new bout of political turmoil in the last month, the pound had weakened to a record low on Sunday at a new dollar auction brought in by the central bank. It fell further at a second auction on Monday, last trading at 6.37 to the dollar on the interbank market.

The drop means the central bank has allowed the pound to slide by almost 3 percent over the last two days after limiting its decline to only 6 percent since the uprising that removed Mubarak from power almost two years ago.

The pound's fall, which is certain to increase the price of imported staples such as tea and sugar, underlines the economic crisis facing President Mohamed Mursi as his administration tries to contain the political fall-out of his move to fast-track a contentious new constitution passed into law last week.

Egyptians panicked by street clashes between Mursi's Islamist backers and his more secular-minded opponents on the streets of Cairo and other cities have rushed to change their pounds into dollars in recent weeks, fearing it would be devalued further.

"The market will return to stability," Mursi told Arab journalists on Sunday evening, the state news agency MENA reported.

The pound's fall "does not worry or scare us, and within days matters will balance out," he said.

Having just sold their last dollar bills, dealers at one Cairo foreign exchange bureau did not bother changing their price board when the new low appeared on their trading screens.

"He took our last dollars," said one of the traders, pointing to a man walking out of the door.

Outside, another man told a friend his dollar hunt had failed. "They have no dollars. What can I do?" he said by mobile phone. "I went to many dealers and could not find dollars."

The fall has been driven mainly by ordinary citizens who have been trying to turn their savings into foreign currency, worried that the pound will weaken further because of the latest political turmoil.

The crisis wiped 10 percent off the value of Egyptian stocks when it erupted in late November. But the main index has mostly recovered since then, climbing in the two sessions since the introduction of the new foreign currency system.

Market participants attribute the rise to buying by Arab and international investors using the cheaper pound to bargain hunt.

FREE FLOATING POUND

The auctions are part of a shift announced on Saturday and designed to conserve foreign reserves, which the bank says are now at "critical" levels that cover just three months of the food, fuel and other goods Egypt imports.

Bankers have described the new system as a move towards establishing a free market value for the pound, which has been tightly controlled since a managed devaluation which ended in 2004.

The head of the Egyptian banking federation said the new system was an "important first step" towards a free float.

In remarks to MENA, Tarek Amer, who is also chairman of Egypt's largest bank, state-owned National Bank of Egypt, said the new system was a success on its first day and had "significantly reduced" demand for dollars.

The central bank has sold about $75 million at each of Sunday's and Monday's auctions.

The run on the pound prompted officials last week to impose controls on how much cash could be physically carried out of the country. Security men at one Cairo bank branch had to remove one customer angered by a $10,000 limit on how much currency he could withdraw, witnesses said.

The changes announced on Saturday include regular foreign currency auctions and also limit how much foreign currency companies can withdraw at a time.

The central bank had spent more than $20 billion - or more than half of its reserves - over the past two years to defend the currency. The reserves fell by a further $448 million in November to about $15 billion.

Prices of imports have already started to rise. Pyramid Oil Field, a firm that imports chemicals for use in water treatment and oil fields, had put up its prices by 10 to 15 percent last week, fearing a further weakening of the pound.

"This instability obliges you to increase the price, to have a safety factor," said Ashraf el-Gamal, president and managing director of the company, told Reuters. "From now on, the contracts will be of a very short validity."

To be on the safe side, he was projecting that the pound would weaken to stand at 9 against the euro, compared to a previous level of 8.

ECONOMY FRAGILE

Prime Minister Hisham Kandil said on Sunday that the economy was in "a very difficult and fragile" situation, adding that he expected talks with the International Monetary Fund on a $4.8 billion loan to resume in January.

Egypt won preliminary approval in November from the IMF for the loan, but delayed seeking final approval until January after it suspended a series of tax increases to allow more time to explain a heavily criticized package of economic austerity measures to the public.

Kandil's efforts to revive the economy have been hit by the latest turmoil, which scared off tourists who had begun to return. On the eve of the anti-Mubarak revolt, Egypt's tourism industry accounted for one in eight jobs.

Mursi hoped that the passage of a new constitution would stabilise Egypt's politics, giving him space to implement economic reforms and attract investment. The constitution, written by Mursi's Islamist allies, was approved in a popular referendum in December.

But it remains the focus of controversy, and the opposition is likely to seize upon austerity measures demanded under an IMF deal as a stick to beat the Muslim Brotherhood ahead of a parliamentary vote expected in early 2013.

Two-fifths of Egypt's 84 million population live around the poverty line and depend on subsidies that are straining the treasury.

Gamal of Pyramid Oil Field said he knew of at least three foreign companies that were hesitant to make large investments in the country because of the instability.

"They are feeling insecure because of everything that is happening," he said. "One is looking to invest billions."

Concern over Oscar voting extends deadline

LOS ANGELES (AP) ? Growing concern that problems with the new electronic Oscar voting system could lead to record-low turnout has prompted the motion picture academy to extend the deadline for members to vote for Oscar nominations.

But next week's highly anticipated announcements looming, the extension is only for a day, until Friday. The Academy of Motion Picture Arts and Sciences said Monday any votes received after the new deadline will not be counted.

"By extending the voting deadline we are providing every opportunity available to make the transition to online balloting as smooth as possible," said the academy's chief operating officer, Ric Robertson, in a statement. "We're grateful to our global membership for joining us in this process."

Reports of difficulty accessing the Oscars' first-ever online voting system and fears that it could be hacked have raised questions about balloting for the 85th annual contest. Earlier this year, the academy and its longtime accountants, PricewaterhouseCoopers, partnered with the electronic voting firm Everyone Counts Inc. to develop the system.

"There's considerable concern from many members that voter participation will be at record lows this year because the people who wanted to take a chance on this new cutting-edge system are either giving up on it or worried they won't be able to cast their votes," said Scott Feinberg, awards analyst and blogger for The Hollywood Reporter.

In the past, Oscar voting has been compiled strictly through paper ballots sent through the mail. The new system allows members to choose between voting online or sticking with a traditional mail-in ballot.

Morgan Spurlock, the documentary filmmaker whose 2004 film "Super Size Me" was nominated for best documentary, posted on Twitter last week that he wasn't able to log on to vote electronically and his ballot was instead mailed to him.

"The password they sent didn't work for my log-in ? and they couldn't email me a new log-in, only snail mail," tweeted the 42-year-old director.

The academy said it has made several voting resources available to members, including assisted voting stations in Los Angeles, New York and London, and a 24-hour support line.

A spokesman for Everyone Counts didn't immediately respond to a request seeking comment.

Besides online voting, a retooled nomination period could also affect the competition.

Organizers moved up the unveiling of the Oscar nominations to Jan. 10. That change puts the announcement three days before Hollywood's second-biggest awards ceremony, the Hollywood Foreign Press Association's Golden Globes, which are scheduled for Jan. 13.

Oscar overseers originally said the switcheroo would give the academy's nearly 6,000 members more time to see nominated films before the Feb. 24 awards ceremony, but Feinberg of The Hollywood Reporter noted that the change gave voters less time to see potential contenders during the first phase of voting, when members decide on nominees.

"If the turnout is lower among older members, more traditional Oscar contenders will probably receive fewer votes, and otherwise edgier films that appeal more to younger people could fare better," said Feinberg. "Because of the way that best-picture voting works, it could increase the chances of a movie like 'The Master' or 'Moonrise Kingdom' getting in."

Ultimately, because of the inherent secrecy involved in selecting Oscar winners, Feinberg said it will be impossible to know what affects ? if any ? this year's voting changes have on the ceremony, where as many as 10 films could be vying for the best-picture award.
